Color coding certain rows based on answers to questions?

At my job, we have a long comprehensive checklist that we have to go through for our projects. I send a list of corresponding questions to our project directors. Based on their answers to these questions, I'd like to be able to have Excel automatically shade certain rows a dark blue color, essentially blacking out those rows.

    For example:
Was this project worth over $1 million? [If the answer is NO, rows 15, 27, 34-39, and 42 are now irrelevant, so I'd like them shaded dark blue automatically]

Is there any way to do this? I don't mind having the questions listed next to my current Excel sheet. I'm just hoping that by typing "No" in cell J12, Excel can automatically shade the aforementioned rows for example.

Use conditional formatting (CF) for the relevant cells . In CF rules use..

    =$J$12="No"

    format --- dark blue
    Life's a spreadsheet, Excel!
