Prevent users from grouping sheets without using macro?

I have a file used in my workplace that allows multiple users to enter data. I would like to prevent users from inadvertently grouping sheets and entering data on more than one sheet. I saw VBA Noob's great solution, but our workplace computers are set to disallow macros. Is there another way to do this?

How about hiding the worksheet tabs and use a table of contents sheet with hyperlinks to navigate to other sheets?

Thumbs up Re: Prevent users from grouping sheets without using macro?

Thanks for a good solution. I actually just made my own hyperlink "tabs" at the bottom of each page.
