Move after Enter wont disable in protected sheet

I posted this question earlier but thought the explanation may have been vague. Here it goes again stated differently.

In a protected sheet where only unlocked cells are allowed to be selected, the active cell changes as set in the "Excel Options, Advanced, After pressing enter move selection" setting even when the move option is disabled (box un-checked).

Is there a patch fix for this bug?
