I have data in cells A5:d5 and I want to conditional format it should a value in cell l5 equal a particular value. Obviously this is easy. I need the same conditional formatting for the next 999 rows underneath it. My problem is that if I copy A5:d5 and highlight all the rows I want the conditional formatting and paste special-formats. the conditional formatting becomes "a5:d1000" Is there a way other than individuallu copying and pasting each row?

What you did is one of the correct ways to do this. If you open Conditional Formatting, select Manage Rules, then select Show Formatting Rules for This Worksheet, you should see the rule you set up and Applies To as $A$5:$D$1000. The formula you are using should refer to $L5, but not L5 or $L$5. The formula is the one that would be used for the upper-left cell of the range but Excel correctly interprets for any other cell. So even though your formula refers to row 5, the cells in row 42 will have a condition that applies to row 42. I am not sure what's confusing you so I'm not sure what to explain.
It's hard to provide more specific guidance without seeing the actual formula you are using. Attaching your file would be ideal.
