Extremely High UsedRange - Cannot reduce/reset!

I'm trying to reduce the usedrange of my spreadsheet so I can actually use the scroll bar. My last used cell is apparently IT1048576.(Only need it to go to O687) And I am unable to remove this. I've done the research, but can't get it to work. Macros, deleting cells, etc. Also, its so massive that, most the time, my computer doesn't have the resources to perform the action of deleting them all. (i have deleted only the last used cell, but it doesn't seem to help.)

Any chance you can just copy the range you want to keep and move/paste it into a new workbook?
