Recalc of circular reference cells after goal seek

I just noticed this...

After using Goal Seek, I must press F9 to recalculate cells with a circular reference, even though Automatic Recalc and Iteration is set in Options. All other cells update as expected, just not those that use circular reference. This is both in Excel 2003 and 2007

Is this behavior by design?

Is the only work around to remember to press F9 after every time I use Goal Seek?
