    You can use the FREEZE PANES feature to freeze rows at the top and/or the left of the spreadsheet. You cannot freeze rows above AND below, just above.

    1) Click on C10
    2) Select View > Freeze Panes > Freeze Panes

    Now you can scroll to the right.

    Based on your question, I do not believe you will satisified as you scroll to the right, the upper rows will scroll as well.

    Perhaps you can employ the CAMERA tool to place a live "picture" at the top and bottom of your screen showing the two sections of cells, this live picture would not scroll.
