Semi-monthly Timesheet with OT calculating based on daily and weekly limits

I am trying to create a timesheet that will calculate overtime based on daily and weekly limits. In the overtime Options section, anything over the daily hours is paid as overtime, as well, once the regular hours for the week reach the weekly limit, the excess is paid as overtime. I cannot seem to wrap my head around how to have the weekly limit reset based on the change of weeknumber. There will usually be a carryover from the previous timesheet as most pay periods don't start on a sunday. Please help!
