how to transform data from row-base to column-base

In C2 cell
=IF(A2="","",A2&ROW())
Drag it down

Name the Column-C as Helper.

Now you have 3 columns like the below

First : Names
Second: Numbers
Third: Helper

Select the Three column data and press Alt+D+P>>Next>>Next>>Finish.
Drop Names in Pivot Column Headers
Drop Numbers in Pivot Values (Change it to Sum Of Numbers if it comes as Count)
Drop Helper in Pivot Row Labels
