Selecting all individual cells from within a range.

While this may be an easy question, I can't find an existing answer.

Let us say that I select the range A1:A15 and desire to format each cell within that range with the format that has one bar at the top of the cell and two below.

If I keep the entire range selected, A1 will end up with a bar at the top and A15 will end up with two bars at the bottom.

Is there any quick way to highlight a range of cells and there-from change my selection to each individual cell, just as if I held down Ctrl and clicked on each individual cell from
    A1 through A15?

Thanks for any help that could be provided!
