Help with Macros and/or Conditional Formatting.

Thank you for all of those that took the time to look at this. Currently I am going to put this as solved - since I was asked to completely change the process of this spreadsheet. ~P

Hello everyone, I am not sure the best to create this process. The method of this project is still at the beginning phases. This is what I am currently trying to accomplish:
    1) The Matrix Info tab will contain all my different Programs (Column A) that can be selected.
    2) To make this simple for right now I only selected our “Design Phase” only, (Column B).
    3) The idea is – When a customer selects a Program such as “EPC-Upgrade / Rebid”, only the Design items related to EPC-Upgrade / Rebid will populate in Data Input tab. An example of the items that would be part of EPC-Upgrade / Rebid is shown in Data Input (1) tab.
    4) If they select “EPC – New” then only those items on the list will populate on the Data Input tab. An example of the items that would be selected for “EPC – New” is shown on the Data Input (2) tab.
    5) The goal would be to have only one Data Input tab, so when you select your Program the Data Input tab is updated with the require items for that program.
I hope this is making sense on how I would like this to function. I was thinking either Macros or Conditional Formatting would help with this. I am not that advance in Excel but am very quick learner and could use the expert out there for help.
    Thank you
