you need to use cnditional formatting to do this

find it in the home tab/styles
1. highlight D4 and any other cells in that range you want this to apply to
2. click on CF, select NEW RULE and USE FORMULA.
3. type in =C4=F1 - format as green
4. click on CF, select NEW RULE and USE FORMULA.
5. type in =M4.7 - format as red
