COUNTIF range keeps changing

I am using Excel in an unusual way. I'm scheduling a wrestling tournament in which certain rules have to be followed so I'm shifting matches around. I'm using COUNIF to determine if I have conflicts with teams with too many matches in a time frame. It is working well except for one issue. I have cells where the COUNTIF tool keeps track of the matches but the range often changes as I'm making changes in another area of the sheet. I cannot figure out a pattern to this - such as, If I do "xyz" the range changes.
