Countif with "<" as criteria

    Countif with "<" as criteria

    I have a countif formula that is looking to count data based on a criteria. The criteria is actually looking to another cell to identify the data. In one of the cells, the criteria is <=2003. The formula is not recognizing these. How do I get this to work. I have provided an attached example. Cell B3 should return 5, but is showing 0. How do I make this work?

    =countif($f$3:$f$11,"=" & a3)

    similar for the next cell.

    It may be because <= is considered as Operator by Excel.. I have done some custom formatting and now it's working fine.. see attached:-
