Does anybody know of a commercially available Excel program which can compile a complex weekly worklist of approximately 25 workers, rotating at different work places?

It must be random, but it must have the possibility to specify multiple conditions.

For example: Worker A must work at a certain work place on a Monday. Worker B must work two times a week at a certain work place. Worker C does not work at a certain work place at all. Worker D is on leave on Thursday and Friday. Worker E works mornings only. Workplace X needs 4 workers every day and workplace Y needs 3 workers in the morning and 2 in the afternoons etc.
