Cell formating - help please

Help please!

I have a drop down list in cell W3 which consists of:
Blank field (before a selection is made)
Quotation Required
Order Parts
Awaiting Parts
Invoice
Complete

I would like cell E3 to change colour to red for all the options except the blank field and "Complete" whereby it will be white/no fill. I was given some help with this yesterday but I forgot to mention that there would be times when it is a blank field. As a result the code that was suggested meant that I had a red column where no data had been entered.

Help is much appreciated.
