Not getting an actuate count of particular numbers/percentages

    Not getting an actuate count of particular numbers/percentages

    In the attachment you see Columns B are the number(s) associated to Column C.

    You'll notice (example: 7 is always associated with 23.3%, etc.)

    In column D I did a sort of eliminating all doubles and placing those percentages in Column E.

    The formula I'm using =IF($C$1:$C$66,B1,E1) isn't giving me an actuate number/percentage association...

    Obviously my formula is missing something...what could it be?
