A pick list that defines another pick list

I want to have two pick lists in a sheet. The first will be department and the second will be sub-departments. When a user selects a department from the first pick list, I want the second pick list to contain only the sub-departments that exist for that department. I have attached an example. Can anyone help me to create this?
