Assuming you restored all the software and are viewing the file in Excel then either the file is corrupt or perhaps the file extension is incorrect for some reason (or it's not actually an excel file)
Can you post the file? If not, can you post a screenshot of what you see in excel when you open it?

also excel has a built-in

in the open window the button "OPEN button"has menu, choose open and repair.

Did you have this file on an encrypted disk?
not sure. i dont think so. it was just saved on my hard drive. managed to get it via recuva. but am gonna try again see if i can find it with a different name
As a matter of interest, why did you need a factory reset?
The file you have has a lot of null bytes at the start of it which is unusual and none of it looks like an Excel file to me.
File looks like corrupt, as you said that Open & Repair is unable to fix. At this stage I would recommend you a third party Excel repair software offered by Stellar Phoenix. It is a paid software and repairs corrupt Excel files (.xls & .xlsx).
Note: Before going to buy any software, first install the trial version & see the preview of your data.

Let me do this, Oh my god.
I have just viewed your file, it is just unreadable or may be the text part inside the file has written in some strange symbolic language. Just teasing, that file is surely corrupted. Not from some parts, it is corrupted as a whole. I tried to import the objects but couldn't do so. I'm in doubt that may be you are left with only one option. Get a file recovery software for MS Excel as soon as possible.

Hey.... yeah one more thing. I can recommend you this MS Excel File Recovery as my sister has used it couple of times. According to her it can easily solve the excel file corruption. [I could repair this corrupt file for you, but my sister doesn't allow me touch her laptop. No, don't use it. It will be useless. It only supports .xlsx file format. Sorry, you need to look something else.
