If cell is blank display a message

Hello,

Running Excel 2010. I have a spreadsheet where I want a cell to dispaly a message if another cell has text. For example if cell C14 = "Not Approved" or "Approved w/comment". How do I get cell E14 to display "Please insert Comment" I think this might need to be a VBA because an If statement will just be overriden and confuse the people who use the spreadsheet if they see an if statement in the formula bar.
