    How to only display the times like 16:32 and not 16:32:00 AM

    I've tried formatting the cells to display the times as I've shown using both the custom and the times category in the Format Cells Menu. I'm trying to do stats so I don't need all the extra clutter, but no matter what settings I use, it always reverts back to "16:32:00 AM"

    If you format a cell as hh:mm and enter:
    16:34:07
    the cell will display:
    16:34
    and the formula bar will display:
    4:34:07 PM

    The formatting suggested by Jakobshavn should work. However, if you want to actually use a formula to ensure that you get the right formatting, you can use the TEXT function.

    Example: 12:15:03 PM is in cell A1; you can type -> =TEXT(A1,"h:mm AM/PM")
    This will push it into the right format. If you look at the linked site, it'll show you how to set it up for other formats.
