Hi Glen and welcome to the forum.
You can right click - format cell - time - and then select the 24 hour format. Does that work for you?
Format it as h:mm:ss;@
If I wanted to enter in 8AM, I thought entering in 0800 adn using the format would work. The cell displayy zeros in that format with teh cell contents of 1/8/1900 12:00:00 AM.
If you want 1pm to appear as 1300, enter it as 13:00 and format as hhmm
EDIT: if you want to enter just 8 and have it appear as 0800, while retaining an Excel serial date/time value, you'd need VBA.

Or enter it as 13:00 as I suggested.
You can enter 800 and have it appear as 0800 by doing the following...
Format - Special - Location - Portuguese (Portugal) - OK
