Advice/ Macros or Formulas?

I'm trying to create a spreadsheet that has items running down the side with 2009, 2010, 2011's 1st quarter sales next to each other then 2nd quarter's 2009, 2010, 2011, etc.. I'm not sure if this is possibe using formulas or if I need to use macros. Attached is an example of how the system gives me the report I'm using to create the new spreadsheet. Any advice would be very helpful. Thanks.
