Keyboard language changes when editing in VBE

How is it that when I start editing code using the VBE everything works fine THEN as I am coding the keyboard language and behavior changes? What I mean is initially I can type a single " and it will appear right away... after a while I must have done something because the single " will not appear intil I press another ", then both appear at one time... same thing with '. Additionally the vowels look like they are accented as they would in another language. I find thing incredibly annoying and want to either stop it from happening or when it does I can switch it back again. I never intentioanlly changed anything. Something I am doing on the keyboard while editing macros seems to be switching the keyboard language.

Can someone help me with this?
