Help! I've got a good one - Two column count grouped together

My company offers about 50 services to our clients but we build packages for them out of those services. We have hundreds of packages composed of some of the 50 services and we have hundreds of clients. What I am trying to do is figure out our most commonly requested packages and corresponding services

    Now I have three columns.

Client Name, Package Name, and the services within the package

I don't want to reveal company data so I'll change the numbers around but it looks like this

    City: New York
    Gas Station Name GAS type
    Gas station ABC 87
    Gas station ABC 90
    Gas station ABC 92
    Quick Gas 85
    Quick Gas 90
    Quick Gas 92
    Quick Gas 94
    etc....

Based on this example I want to know what is the most commonly set of gas types offered in New York City

    =mode(Gas type range)

mode returns the most frequently occurring item.
