Question Conditional Formatting icon sets wont work when number is over 100%

The cells I am applying the conditional icon sets formatting to have a division formula that come up with a percentage.

The formatting states that when value is >=100 percent the icon should be green.

The problem is the green icon will only apply to highest percentage and not all the 100% cells.

Am I doing something wrong? can I apply and IF statement to make this work?

    Thanks

use >=1 and change the type to number instead of percent (repeat for the other criteria too)
