Combining two unlike sets of data

I posted this last week but could really use help with it, I also posted it with a poor thread title. I just relinked here and reattaached the sample explaining what I am trying to do.

To add to the previous post the code below is the only way I have figured out how to do it but I know there has to be some better way that a ton of vlookups summed up
