Rearrange data from horizontal to vertical to use it in a pivot

I am having trouble with a big budget file. I need to extract data from it and this would be extremely easy to do from a pivot. But the data is arranged horizontally and it's hard to use it in a pivot. I need to transpose all the data in a vertical form and then access it through a pivot table.

The problem is, the table is quite big and has around 80 columns and over 100 rows that need to be matched and rearranged. Normal coyp/paste special transpose is not useful at all in this case unless I do it line by line.

I've attached a file with an example. It has 2 sheets: "as is" (the way it looks now - a cut from it) and "to be" (the way it should look in order to be used in a pivot table).

Could you please help me with a solution for this?
