Createing a slider to enter a value in a cell

I have this excel table that I want to use on a win7 tablet
Im trying to enter valves in to a table so when I click on any cell in the table it pops up a scroll bar that will adjust the value in that active cell and when no cell in that table is active the scroll bar
I what to have only one scroller pop up in the same position no matter which cell is active and change the value in that cell
