Lock/Protect another cell / a range of cells for specific value of one cell

Please find my attached excel file, how can I make below statement work?

If C9:F9 = Hong Kong then lock/protect C7:F7

I don't want to use data validation, I want to make a list shown in separate worksheet because I will need to add more options to the list that require to lock/protect the cell.
