I'm looking for a way to create the option of selecting a value for every cell in a spreadsheet. Each of our employees is evaluated on a scale of 1-10 for a number of different variables/traits; I'm attempting to create a drop-down list that would enable me to click on a cell underneath a certain trait and be have a list of the variables available for me to select from. Sorry if the wording is clumsy, here is an example

Name Trait 1 Trait 2
Joe Cell 2b Cell 2c
John Cell 3b Cell 3c
Greg Cell 4b Cell 4c

So what I'm lookin for is a way to place a drop down list in every cell (i.e. Cell 2b, 2c, 3b, etc) that would have a drop down menu from which I could select from a list of options (i.e. integers from 1-10), click on one of the options, and have that be the value located in that cell. Is there some formula for this? Or possibly a function of cell filters? Thank you.
