    Maybe try

    =SUMPRODUCT(--($B$3:$B$13>0),--($C$3:$C$13>0)) >> 8

    =SUMPRODUCT(--($B$3:$B$13>0),--($C$3:$C$13>0),--($D$3:$D$13>0)) >> 4
