Conditional Formating Formulae to Make it easier?

Hi,

I have a spreadsheet involving sales targets and performance, please refer to the attached sample spredsheet,

Basically each for each sales memeber they have a target for the month and then the actual performance. I would like the performance figure to be highlight in Green fill if they best the corresponding target and Red if below.

I would like to avoid having to go into each and every cell and set up the conditional formating for what could actually done manually using formatting.

Anyway, the attacched sample should clarify, if anyone has any ideas it would be greatly appreciated,
