Why am I getting "Value is not available..."?

Took a screenshot because that would be easier than describing it. The cell B5 is a list, which I thought was causing that, but when I manually type something in there it doesn't give that error either. I'm trying to make it so you can select a country from the drop down list, VLOOKUP gets the correct number, and then OFFSET uses that number to display the correct numbers on cells C5:Cn, but to no avail.

You need to use a non-Vlookup alternative... since the lookup column is to the right of the extract column

    e.g.

    =INDEX(A10:A21,Match(B5,B10:B21))
Where there is a will there are many ways.

    Good day,

The range that you are looking up should probably read B9:C22 rather than A9:B22
