make excell read only on network

I have excel 10 and have created a worksheet in the public drive.
I'd like it available to everyone as a read only and I would like to retain rights to manage the worksheet.

Broadly speaking, it sounds like you want to "protect" your workbook, as described here by microsoft support.

If that's not it, or you want something different, let us know.
