conditional formatting formula to search a range of cells

I have a spreadsheet where the data in the columns is grouped into groups of 2-12 columns separated by columns filled with |. I would like to apply a conditional formatting forumula that would search the row to the left and right to find the boundaries of the group (delineated by |) and apply formatting if certain conditions are met (if all of the columns in that group have data above a certain level).

I have attached a small portion of the spreadsheet to show what I mean. I know how to make the decision or not whether to apply formatting, I just need help figuring out how to get the formula to look left and right to find the range.
