Problem working with pictures

Hi All, I posted this problem yesterday and thought that thanks to DBY, the issue was resolved. Whilst his solution worked OK in the sample file that he returned some of the time (it is inconsistent) I cannot get it to work at all by extending the range from just few in the uploaded sample file to all 23 pics that I actually need. I've uploaded another file with all pics. DBY's solution is using the OFFSET/MATCH combination. Prior, I had tried INDEX/MATCH with limited success. Surely this cannot be so complicated? I'm using 2010, although I saved the file as an xls in the hope that anyone using an older version might have an idea.
