How to obtain progressive values from a larger range of values X/Y

I have two tables, how is it possible to derive a score on the right (column2) from a cell with a value from the left (column1)

0 -> 1

1-2 2-3

3-4 4-6

5-8 6-7

9-12 8-9

13-16 10-11

17-23 12-13

24-32 14-15

33-48 16-17

49-65 18-19

66-96 20-21
