Make cell blink

Haven't been able to find any reference but hope you guys can assist:

Is there a way to make a cell "blink" or "flash"?

Eg - if a particular test is true then the answer cell should blink "TRUE".

XP Home SP2 - Office 2003 - both fully patched.

First - due to age of response wondering if newer versions may have it.
While this answer was great in some ways...I was hoping for more of a function thing than an almost programming thing.

I also appreciate the arguments against it and how mis-used blinking things can be, especially on accounting spreadsheets -
but if there be any redeeming feature the paragraph in the solution (copied below)...would be a great reason to have it available. Heck, I would argue those it is addressing would seem to either be in some perpetual state of seizure or I'd like to put them in one anyway!!

"Blinking text may not be allowed in applications for governmental bodies, since it may be in violation of Section 508 of the Rehabilitation Act Of 1973 (since blinking text can cause seizures in epileptic patients)."
