Select C1:C14 and invoke Conditional Formatting| New Rule from the Home tab.. select use a formula to determine which cells to format and apply formula:
then click Format to choose formatting.
=C1=INDEX($C$1:$C$14,MATCH(TRUE,$C$1:$C$14>=$A$1,0))
