Loop formulas

i have a list of descriptions in one column, these descriptions may be repeated many times, each description has a time associated with it. What i need to do is return one value of each of the descriptions and total the time next to it. I have attached a file at my attempt of it but, it is time consuming and there must be an easier quicker way of doing it.
