Excel 2007 : Apply Windows theme to Active X Scrollbar

Is there a way to change the appearance of the Active X scroll bar (on left) to match the look and feel of the form control scroll bar (on right)?

Nope, 'fraid not.
VBA (the ActiveX controls were introduced with VBA) is beginning to show its age now, and that will only become more pronounced over time as it is not being developed further. The controls are looking aged and clunky compared to the newer, slicker windows look.

You'd have to go with VB.Net or one of the other more modern development kits to achieve that look.
