Excel 2010 - cells on *one sheet* will not format at all

Hi, my spreadsheet has several sheets and one sheet refuses to format any cells. I have a column that is meant to be for dates but it just shows 43466 instead of 01-Jan-2019.

If I change the cell format to date then in the formula bar it shows it as 01/01/2019 but in the cell it still shows it as 43466. I've tried text to columns, even tried changing it to a percent format (formula bar changes to percent but the cell itself stays as 43466)

I've even copied from a cell on a different sheet that is perfect and it just ignores it. It's almost like this particular sheet has a setting that says "ignore all cell formatting"

Can anyone help please? (One final note is that this was originally a 2003 version file that was Saved As .xlsx)

Could you please attach the workbook?

Select that sheet, then on the Formulas tab, click the Show Formulas button to turn it off again.
