Matching Data for uneven ranges

Hello

I am having an issue matching two ranges of data that have different sizes. I have data for sign supports (the bar that the sign is mounted on) and the signs themselves. The issue is that there can be several signs per support. I have attached an example show the issue. Basically I have 15 signs that are on 10 supports. Each support is assigned to a maintenance region. I need a function that can assign the maintenance region to the appropriate sign. Any ideas or solution would be extremely helpful because I am working with a large set of data.
