Help With TAT and SLA

Can someone help me with the calculation of Average TAT % Within SLA. The file is attached.

Assuming:

TAT = Turn Around Time,
SLA = Service Level Agreement,

Which I know because they both showed up in google and made sense (I doubt you want "average tattoos" but maybe you work for a tattoo parlor??)

Anyway assuming I understand what you're asking for, something like the attached?
