VLookup and HLookup Combined?

I am trying to use a drop down to select a month, and have a list of names appear as they do on another sheet. On the attached example I need the Auto Display sheet to automatically populate rep names in column C based on the reps that show that start date on the manual entry sheet. I cannot simply put the date above the names in Manual Entry to do a straight HLookup, but don't know if VLookup can return the first, second, third row that matches the criteria. Maintenance needs to be minimal as I am creating it to be used by another group, so a formula that you update to combine date & "1", date & "2" to create unique criteria to VLookup would be a last resort. Can anybody help?
