Help referencing another cell using a formula

Yeah, I'm sure. Each year, every employee's salary needs to move up a step (unless they're at step 10, then they stay there). I can formulate the IF statement for that pretty easily, but getting an entirely formulated worksheet is where I'm having problems because it's not a simple fill handle drag and drop dealy.
