Returning value from the list top

Hi,

Again I'm stuck and in need of your assitance I'm trying to get Area name (cell A1 or B2, sheet 'City') to the second sheet 'Needed list' D2 to D22. However, if I use index with match function it returns #N/A but even if match return a number it would be the row number and I've no idea how to get the column number (A1 or B1).
