Data Validation omition?

I have a data validation with a dynamic range from cell A6: Cell A37 of course its dynamic so if it does change. Anyways in cell A23 there is a

header showing the change in data. This header shows up in my data validation. I can move it to cell B23 if need be but then there is a blank that

shows up in the data validation. I have looked into this some and heard there is a way to remove blanks. Is there a way to just omit cell 23 from

the data validation or can someone help me with this removing blank cells from the data validation. Thanks.
