Use Ribbon(Data) -> Data validation -> Allow: List.
For "List" you can just input directly in "Source" or you can reference to an array on the sheet. You cannot directly refer to a different sheet from where you want the drop-down list; to do that you need to use a "named range".
Is this elaborate enough?

Allow - select list
Source - enter the values you want to see in the drop down separated by a comma (or semicolon depending on your system). Or better still create a separate list of the values you want to see somewhere else, give a range name to the list and use the name in the Source box, i.e. =Name

For Excel 2007 and newer versions, use Data Validation->List for the dropdown list. See the attached picture. If the source is from another sheet, then name the range.
